What is the National Vehicle Identification System (UTTS)?

The National Vehicle Identification System (UTTS) is a system developed to prevent the manual entry of vehicle license plate information at fuel stations. This system automatically transfers vehicle plate information to payment devices and helps combat the informal economy in the fuel sector. The UTTS aims to prevent tax losses by monitoring fuel sales.

How Does the System Work?

UTTS consists of a series of hardware components that collect and transmit information during vehicle fuel purchases.

  • Vehicle Identification Unit (TTB): This device is attached to the vehicle and stores the vehicle’s plate information. This information is used during fuel purchases.

  • Fuel Station Equipment: The Vehicle Recognition Reader (TTO) device transmits the information from the TTB to the payment recording devices.

  • Fuel Filling Process: The TTO retrieves the vehicle's plate information, and once this information is verified, the filling process starts. After the process is completed, a sales receipt is created and transferred to the GIB database.

What Does the UTTs Project Aim to Achieve?

UTTS aims to eliminate the informal economy in the fuel sector and ensure fair competition. By preventing manual plate entries and fraudulent receipt generation, significant tax losses are avoided. In this way, the system enhances tax security and strengthens order in the sector.

Obligations Under UTTs

The obligation to install and operate UTTs lies with fuel station owners and vehicle owners. Those who fail to register by January 31, 2025, will not benefit from the tax reductions provided by the system. Similarly, installation of TTB for vehicles and specific equipment for fuel stations is mandatory.

Features of UTTs that Provide Solutions

The system automatically reads vehicle license plate information to prevent irregularities. Fuel sales are shared simultaneously with the tax authority (Revenue Administration) and distribution companies' databases, helping prevent any tax losses or fraudulent activities.

Document Arrangement in Fuel Sales Made under UTTs

In fuel sales made under UTTs, the vehicle plate information is automatically transferred to the system. Sales documents not processed in the system are considered invalid, and tax advantages cannot be used.

Vehicle Owner Application Process

Vehicle owners can register for the UTT system via the utts.gov.tr website. During the application, vehicle information is uploaded to the system along with the required documents. Then, the TTB installation for vehicles is ordered, and payment is completed. In the final step, authorized installation points are determined, and the device is installed.

How to Apply for UTTs?

To apply for UTTs, go to utts.gov.tr, click on the "Vehicle Owner Taxpayer Transactions" button under the registration section. The application process begins by uploading the company’s tax plate to the system and entering the required details. After membership is created, you can enter the "My Orders" section under the "My Vehicles" menu, select the relevant vehicle, and order the UTTs device. The UTTs device fee for passenger vehicles is 2791.45 TL. Those who place an order by January 31, 2025, are required to have the device installed by April 30, 2025. Fuel receipts obtained after February 1, 2025, cannot be claimed as expenses.
